I don’t know when the information was updated (because of no date written on their website), but it seems that you can apply for an individual permission that is considered outside of the scope permitted with the existing blanket permission (to which the part-tine job is based on employment agreement).
Dependents:
A dependent visa holder:
– who works as a sole proprietor
– whose part-time job activity cannot be checked objectively
needs to apply for an individual permission (other than the existing blanket permission)

Students:
Student visa holders may apply for an individual permission if the following is applicable:
- i) to be engaged in an Internship program to experience corporate business (working in a company) as a part of job-hunting activity
- ii) to be engaged as a language teacher, translator/interpreter/home teacher/tutor, any occupation that is closely related to students from overseas, or any part-time job that is generally and socially considered to be engaged by students
iii) Activities to prepare for the purpose of starting a business in Japan
